During my four years as a federal government contracting officer and 11 years as a government contracting executive, I realized that nearly every proposal was extremely similar to the last one: the same content, the same structure, ideas, and pricing.
This was because:
- Each company applies remarkably similar protocols and procedures to its business development, capture management, proposal preparation, and pricing efforts. Why? Because one single process has come to so dominate the industry that it is used by most companies, regardless of the fields in which they operate.
